Early Childhood Care & Education (ECCE) like as pre-school education imparted to children in 3-6 years age group. It is the First stage of organized Education. Pre-school education is also known as pre-primary education. It is Provided in the settings such as Anganwadis, Nursery school, kindergartens, Montessori preparatory schools and Pre-primary section located in government provincialized L.P. Schools mainly Providing strong foundation for all round development and lifelong learning and preparing the child for school.

Value of ECCE and Recognition as a part of EFA the first and most important step is the recognition as acceptance to ECCE as a vital developmental need of all children and that hence every child has right to ECCE of equitable quality. This may seem a utopian demand in the light of the recent constitutional amendment disenfranchising the young child for the first time in our history. However, article 21 together with the Unikrishnan47 Judgment provides an opening that can be used to rekindly the debate and reverse the policies in place. This may take time, but the process has to start right now. This aim is to make ECCE accepted as an integral part of the curriculum for all children and for it to be seen as a part of EFA.

As per Sixth Five-year plan, Ministry of Human Resources and Development, govt. of India Published Circular of scheme of assistance to voluntary agencies for Early Childhood care & Education (ECCE) for 3-6 Age group children under the programme of universalisation of Elementary Education in 1983. The scheme was provided to 9(nine) educationally backward states including Assam. As per MHRD circular our society approached the Education Elementary Department, Govt. of Assam to start the work for implementation of ECCE scheme in the year 2011AD accordingly open a file in favour of society under Education Elementary Department, Assam.

The 12th five-year plan emphasizes the need to address area of systemic reform in ECCE across all channels of services in the public, private and voluntary sectors, going beyond ICDS (Angonwadis) currently, there is an overlap with ICDS in so far as pre-primary Education is concerned. A strategy could be developed for gradual shift of the pre-primary years from the purview of ICDS to the primary school. Thus in the third & fourth year children go to the Anganwadis centers for Early Childhood care & Education and in the fifth year Children attend regular school that would have adequate provision for the same. While India already has a national policy on Early Childhood care & Education (ECCE 2013) which also provide an in-depth developmentally relevant curriculum, in the absence of a legislative mechanism, ECCE provisions largely remains unguaranteed and not assured entitlement. There is a need to strongly articulate ECCE as a right, just as with primary education, with a strong regulative framework laying down conditions for quality, ownership, responsibility, cost, partnerships, curricula etc.

As per provision of National Early Childhood care and education policy 2013 ensuring quality vide section 5.2.2 the need of quality standards would relate to inter-alia to building and infrastructure; pupil teacher interaction; learning experience planned for children; health, nutrition, protection measure; qualification and professional development of staff; parents and community involvement and organisation and management of ECCE provisions.

According to ECCE Guidelines our Society (MOA) of clause No 3 under point No F to opened Educational institution named and style “Baba Ambedkar Memorial Montessori Teacher’s Training Institute” Nitainagar Hailakandi Assam. The Training Institute established/Constructed the Assam type building length-80 Ft and Breath 52 Ft in the year 2013. The Institute arrange all learning materials, Hostel facility, Food, Electricity, Drinking Water, Sanitation with CCTV camera etc.

As per office Manually processed and passed issued a letter of permission for 10(Ten) days induction training Programme of ECCE caregiver on 2nd March 2016, by the Secretary to the Govt. of Assam Education Elementary Department. As per the issued guidelines training programmes are ongoing.
